This book draws together the two Acts and presents the 1997  Act fully up-to-date with all changes made to it.

The book includes a substantial introduction guiding the reader through key amendments and explaining their importance. This introductory commentary also provides explanation of the main reasons behind, and the objectives of, the more important of the recent reforms, such as: placing the National Planning Framework in a statutory footing; the new development planning regime; the introduction of the new hierarchy of development; the provisions for enhancing the involvement of the public in development management.
